Statement Regarding the Anonymous Email Circulated on 25 March 2025
Hooe Parish Council is aware of an anonymous email circulated on 25 March 2025 to some residents and members of the Council. The email contains inflammatory and libellous statements directed at the Clerk and the Council as a whole.
The Council has a duty of care to protect its employees and councillors from abuse, bullying, intimidation, and threats, a responsibility that is taken very seriously. The Council believes this email breaches the Malicious Communications Act 1988 and Section 156 of the Police, Crime, Sentencing and Courts Act 2022, among other laws. Sussex Police have been formally notified and provided with copies of the email, historical context, and supporting evidence. This incident represents a continuation and escalation of previous malicious communications. Sussex Police now have dedicated liaison officers tasked with handling cases involving the harassment of councillors and public servants, reflecting a national rise in such behaviour.
We are concerned that a small number of individuals in the parish, who are not prepared to identify themselves, appear to be engaging in a sustained campaign to discredit those involved with the Council. Persistent and malicious communications not only affect those targeted but also risk undermining the Parish Council’s ability to function effectively. These actions disrupt the work of the council, place strain on limited resources, and may discourage community members from engaging with or joining the Council. A fully functioning Parish Council, with the necessary resources and engagement, is essential to serve the community effectively and support local governance.
The Council is committed to open and transparent communication with residents. All official correspondence is managed by the Parish Clerk in accordance with the Communication Policy. The Council conducts its business within the National Civility and Respect Guidelines. Online engagement by councillors and the Clerk is governed by the Social Media Policy, which promotes respectful and responsible conduct at all times.
